Inclusive Dialogue between Stakeholders on Infrastructure Development in Sabah for the 12th Malaysia Plan

On 22 October 2019, the Institute for Development Studies (Sabah) and Coalition Humans Habitats Highways (Coalition 3H) co-organised the “Inclusive Dialogue between Stakeholders on Infrastructure Development in Sabah for the 12th Malaysia Plan”. This gathering aimed to bring all sectors – government, industry, academia, non-governmental organisations and the general public – together in the spirit of transparency for an open dialogue and discussion about key areas of infrastructure expansion in Sabah.

 

The objectives of the dialogue were to:

 

  1. Provide a platform for effective dialogue and understanding of current information and policies by key players; and

 

  1. Explore the establishment of an all-inclusive Joint Action Committee that reviews infrastructure projects in Sabah.

Workshop on a Systems Approach to Infrastructure Development - The Pan Borneo Highway Case

Stakeholders from government, the Pan Borneo Highway project proponent and civil society were brought together to consider a ‘systems approach’ and discuss issues including government policies and impacts of infrastructure on flora and fauna and indigenous peoples and local communities.

Promoting Benefits and Limiting Environmental Risks of Infrastructure in Asia Pacific

The Asia-Pacific is a global epicenter of economic and infrastructure expansion, with massive road, railway, dam, mining, timber, and other large-scale infrastructure projects planned for the region. These projects can yield substantial social and economic benefits but also may cause serious environmental damage for biodiversity, forests and environmental services.


This one-day workshop covered the following topics, including Q&A:

 Details of analyses and technical aspects of James Cook University - Asia-Pacific Team's work

Humans • Habitats • Highways Research Group Workshop

January 28, 2018

The team held its first Research Group workshop with representatives from several faculties of Universiti Malaysia Sabah as well as from Danau Girang Field Centre, Bornean Sun Bear Conservation Centre, WWF Malaysia and JOAS (Indigenous Peoples Network of Malaysia), who had all expressed interest in being part of the Strategic Collaborative Assessment on the Pan Borneo Highway.  After a quick introduction and background to the project, discussions covered possible collaboration with JCU, scope and scale of the research, potential capacity building and data sharing issues, among others. A preliminary timeline was created, to synergise and align as much as possible the advocacy and research plans. Next will be meetings with individual groups to further discuss potential agreements between the various institutions and JCU.

The Humans Habitats Highways Workshop held on 16 November 2017 in Kota Kinabalu was the first in a series with stakeholders to deliberate on the construction of roads, in particular the Pan Borneo Highway that is being rolled out in the Malaysian Borneo states of Sabah and Sarawak. Read more here

Infrastructure in the Asia-Pacific: Promoting Benefits and Limiting Environmental Risks

LEAP and Forever Sabah took part in a Public Conference on Infrastructure in the Asia-Pacific: Promoting Benefits and Limiting Environmental Risks on 5 October 2017 in Kuala Lumpur, and in a workshop the following day. Organised by the Centre for Tropical Environmental and Sustainability Science at the James Cook University, Australia, the public conference and workshop created space for the sharing of stories and pooling of ideas on how infrastructure development such as roads could lead to socio-economic benefits.
